其中，中冶京诚工程技术有限公司、中车资阳机车有限公司、中机国能电力工程有限公司、中电科技国际贸易有限公司与营口绿源锅炉有限责任公司联合体和中国电建集团山东电力建设第一工程有限公司因商务、技术资格不符合招标文件要求，投标被拒绝。

中国中元国际工程有限公司因投标价格远远超出预算，按照亚行采购指南的规定，其投标被拒绝。

Up to the deadline of the bid submission, six (6) bidders had submitted their bids for this contract at “Qingdao city public resources trading center”, No. 19 middle Hongkong Road, Qingdao, P. R. China，list of bidders are:

Bidder Capital Engineering & Research Incorporation Limited, CRRC Ziyang Co., Ltd., China Sinogy Electric Engineering Co., Ltd, The Joint Venture of CETC INTERNATIONAL CO., LTD. and Yingkou Lvyuan Boiler Co., Ltd., and POWERCHINA SEPCO1 Electric Power Construction Co., Ltd., because their bidders’ commercial and technical qualifications fail to meet the requirements of the bidding documents. so their bids were rejected.

Since the bid price of China IPPR International Engineering Co., Ltd is much higher than the existing budget, according to the ADB procurement guidelines, its bid was rejected.

All bids for this project have been rejected, so there are no recommended winning bidder.
