1.      The People’s Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Qingdao Smart Low Carbon District Energy Project, and it intends to apply part of the proceeds of this financing to payments under the Contract for the Supply of Gas Power Generation and Gas Boilers (Licang and Houhai). Bidding is open to Bidders from eligible source countries of ADB.

2.      The Minmetals International Tendering Co., Ltd. (hereinafter referred to as “Procurement Agent”), authorized and on behalf of the Qingdao Energy Group (QEG), invites sealed bids from eligible bidders for the following supply of goods:

The goods must be delivered on site within _60_ days after the effective date of the contract. The Gas Internal Combustion Engine Generator Units must be delivered on site within _ 6__ months after the effective date of the contract.

3.      International competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all bidders from eligible countries as described in the Bidding Document.

Contractual Experience:

Successful completion as main supplier within the last 3 years, of at least 2 contracts each valued at CNY118 million with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).

Technical Experience:

The Bidder shall demonstrate that the main goods offered have

(a)been in production for at least 10 years, and

(b)been sold a minimum of 3 units of similar type and specification over the last five (5) years;

(c)been in operation for a minimum of 2 years.
