截至2020年8月13日上午9时30分（北京时间），共有 5 名投标人在青岛市香港中路19号“青岛公共资源交易中心”提交了投标文件，分别是：

其中，青岛海佑昌达实业有限公司和约克（中国）商贸有限公司联合体的投标函的签署不符合招标文件第一章16.1的规定，且提供的合同经验业绩相关证明材料，不满足招标文件要求，其投标被拒绝；国电华北国际电力工程（北京）有限公司提供的合同经验业绩，不满足招标文件要求，其投标被拒绝；中国电建集团山东电力建设第一工程有限公司提供的真空热水锅炉尺寸不满足招标文件要求，其属于实质性不满足招标文件要求，投标被拒绝。

青岛安装建设股份有限公司因评标价格高，故不中标。

中国中元国际工程有限公司商务及技术均合格，推荐为中标单位，中标金额为壹仟陆佰玖拾万元整（￥16,900,000.00）。

Up to the deadline of the bid submission, five (5) bidders had submitted their bids for this contract at “Qingdao city public resources trading center”, No. 19 middle Hongkong Road, Qingdao, P. R. China，list of bidders are:

The signature of the Bid Submission Sheet of the bidder, JV of Qingdao Haiyou changda Industrial Co., Ltd. and York (China) Trading Co., Ltd., was not satisfied with the Criteria 16.1 in Section I of BDs, and the documents of contracts subimitted by the bidder were not satisfied with the BDs, so the bid was rejected; the contracts submitted by the bidder, Guodian North China International Electric Power Engineering (Beijing) Co., Ltd., were not satisfied with the BDs, so the bid was rejected; the size of the vacuum hot water boiler provided by POWERCHINA SEPO1 Electric Power Construction Co., Ltd., was not satisfied with the BDs, which is not substantially responsive to the BDs, so the bid was rejected.

Qingdao Installation and Construction Co., Ltd. did not win as their high Evaluated Price.

China IPPR International Engineering Co., Ltd. was recommended to award the contract as the substantive qualified bid and lowest Evaluated Price. The awarded contract price is CNY 16,900,000.00.
