 青岛西海岸新区组织开展青岛金沙滩国际啤酒城运营创意策划方案征集工作，欢迎符合条件的国内外优秀团队积极参加报名，现公告内容如下：

一、项目概况与征集内容

1、项目名称：青岛金沙滩国际啤酒城运营创意策划方案征集；

2、项目位置：青岛金沙滩国际啤酒城;

3、征集内容：青岛金沙滩国际啤酒城运营创意策划方案，包含：项目区域调研和初步评估、专题研究和项目总体发展定位、项目文旅功能板块和业态规划建议、提升规划和实施效果、项目运营策划活动组织建议、盈利模式研究和经济效益评价等;

4、征集单位：青岛金沙滩国际啤酒城运营创意策划方案征集委员会；

5、资金来源：国企渠道融资。

二、应征人资格

（1）具有国内外知名文化旅游项目策划经验，在最近3年内，完成国内外知名文化旅游项目策划业绩不少于3项；

（2）项目主创策划人员从业经验超过10年以上；并具有国内外知名文化旅游项目策划经验;

（3）应征单位可对本征集项目独立报名，也可自愿组成联合体报名，联合体组成单位不超过两家。

       三、报名方式

符合条件的应征单位请于2018年10月10日17：00时前（北京时间）将法定代表人证明书或法定代表人授权委托书、被授权人的身份证明、营业执照、业绩证明材料，以上资料原件扫描件PDF版资料发送到shiyuan_xha@163.com进行报名登记，逾期不再受理。

四、发布媒体

本项目公告同时发布于：在全国公共资源交易平台（山东省青岛市）、青岛西海岸新区公共资源交易网。

五、其它要求

1、本次征集相关的文件所适用的法律为中华人民共和国法律。

2、本次活动入围的作品署名权归应征单位拥有，著作权归征集单位所有。

3、报名单位提交的所有文件均采用中文，确需使用英文须配置中文译本，所有报送的文件均不退回。

4、本次报名和征集活动将在公平、公正、公开的原则下进行，如有纠纷，双方友好协商解决，协商不成将按中国现行法律、法规解决。

5、本次征集公告使用的语言为中文和英文，在中文、英文两种语言的意思表达不一致时，以中文为准。

6、本次征集活动的最终解释权归征集人所有。

Qingdao West Coast New Area is now tendering the plan for operating Qingdao Golden Beach International Beer City. We sincerely welcome qualified domestic and foreign teams to bid for this program. Details of this program are as follows:

I Program Outline and Details of the Tender

1.       Program Title: Tendering the Business Plan for Qingdao Golden Beach International Beer City;

2.       Program Location: Qingdao Golden Beach International Beer City;

3.       Tender Details: The Business Plan for Qingdao Golden Beach International Beer City, including location investigation and preliminary evaluation, thematic research and overall development positioning, culture-tourism features and scheme proposal for industry forms, improvement proposal, implementation effect, program operating plan and event organization proposal, profiting model and economic beneficial evaluation.

4.       Tenderee: Qingdao Golden Beach International Beer City Business Plan Tendering Committee

5.       Funding Resource: state owned enterprises financing

II Applicants Qualification Requirement

1.       Companies or institutions who are experienced in planning well-known domestic or international culture-tourism projects and have successful finished at least 3 such projects in the past 3 years;

2.       The major planning staff have at least 10 years of relevant experience, and have experience in planning well-known domestic or international culture-tourism projects;

3.       The bidder can be an independent entity or a consortium consists of no more than two companies or institutions;

III Applying Method:

Documents list: certificate or authorization document of legal representative of the company, ID certificate of the legal representative, business license, proof of performance;

Deadline: 17:00, October 10, 2018, Beijing Time.

IV Publishing Media

This announcement will be posted simultaneously at the websites of National public resources trading platform and Qingdao West Coast New Area public resources trading platform of Shandong.Province.

V Miscellaneous

1.       All documents related to this tendering shall apply the laws of the People’s Republic of China.

2.       The right of authorship and copyright of shortlisted works shall go to the tenderee.

3.       All documents shall be written in Chinese. Chinese translation shall be provided for English documents. All submitted documents will not be returned.

4.       This tendering will be conducted under the principle of fairness, impartiality and openness. Any disputes shall be solved through friendly consultation. If agreements could not reached through such consultation, the existing laws and regulations of the People's Republic of China shall be applied.

5.   Languages used in this tendering are Chinese and English. If there is any inconsistency, the Chinese version shall prevail.

6.   The final interpretation of this call for action belongs to the  Tenderee.
